Jessica L. Holzer

My name is Jessica L. Holzer.  I am born and raised in Yuma, Arizona.  I began working for the Yuma County Superior Court Clerk in 2009 as a courtroom clerk.  In 2010, I was selected by then-Presiding Judge of the Yuma County Superior Court, Hon. Andrew W. Gould, to serve as a judicial bailiff.  I spent four years in that position and, although primarily assigned to assist then-Judge Maria Elena Cruz, I had the opportunity to work with every judge and commissioner on the bench during that time.  That role required me to be familiar with every type of matter heard in Superior Court and work with lawyers, litigants, victims, law enforcement, and the general public.

I moved to Chicago, Illinois in August 2014 to attend The John Marshall Law School (NKA the University of Illinois Chicago).  While in law school, I was highly active in student government and served as a teaching assistant for two professors, a student liaison for the Student Affairs/Student Honors Committee, and the copy editor for the school newspaper.  

I was a member of the Moot Court Honors Program and recognized as a Dean’s List recipient.  I also interned for the Uniform Law Commission, the Clerk of the United States District Court for the Northern District of Illinois, and the Hon. Anna H. Demacopoulos at the Circuit Court of Cook County, Chancery Division.  Additionally, I spent one summer serving as a judicial extern for the Hon. Andrew W. Gould, then-Judge of the Arizona Court of Appeals, Division 1.

Immediately after graduating law school, I began serving as a Term Judicial Law Clerk for the Arizona Court of Appeals, Division 1.  In that role, I reviewed lower court records for possible error; identified, researched, and analyzed various types of legal issues; and drafted legal memoranda and proposed case decisions and opinions for the Court.  I worked directly with the Hon. Jennifer Campbell (Ret.), the Hon. Lawrence F. Winthrop (Ret.), and the Hon. Maria Elena Cruz who now serves as a Justice on the Arizona Supreme Court.

After my Arizona Court of Appeals clerkship, I returned to Yuma to practice law at the Office of the Yuma County Attorney in the misdemeanor unit.  There, I prosecuted criminal misdemeanor cases from complaint through case resolution and any post-conviction and appellate proceedings.  In that role, I evaluated law enforcement reports and evidence; drafted motions and other legal documents; conducted legal research; and assisted felony and other misdemeanor prosecutors as needed.  During this time, I gained valuable jury and non-jury trial experience.

I then worked as an Associate Attorney with Bowman, Smith, and Kallen P.L.L.C. where I represented personal injury plaintiffs in their claims to recover damages from claim inception through resolution.  I also represented spouses/parents in divorce and child custody proceedings; represented litigants in various general civil legal proceedings; represented criminal defendants; and provided regular support to the firm’s partners.

I transitioned back to the Office of the Yuma County Attorney in January 2022, where I served as a Deputy County Attorney in the Civil Division until April 2026.  In that role, I represented Yuma County and provided legal opinions, recommendations, and guidance to Yuma County’s elected and appointed officials.  Additionally, I represented local families in child adoptions and related parental rights termination matters.  I also represented Yuma County’s screening and evaluation agency in all involuntary civil commitment matters, managed the Bad Check Deferred Prosecution Program, and oversaw the Yuma County Attorney Civil Asset Forfeiture Program.

As an Associate Attorney at Citrine Law, L.L.C., I represent defendants in criminal matters and plaintiffs in personal injury matters.

Hobbies / Interests

My fiancé, Kyle, and I have three dogs, Cooper, Claire, and Gus.  We love to take them on camping trips and other outdoor adventures.  Our favorite places are Greer, Arizona and the White Mountains.  

My grandmother started giving me sewing lessons in September 2025.  Sewing and quilting quickly became one of my favorite hobbies and gives me the opportunity to spend quality time with my grandmother, who is 90 years old.

I spend as much time with my parents and family as possible–we get together frequently for BBQs, pool parties, and games.
